Date Code 5137.
The 312 EIA code indicates that this tube was made by Sylvania for Philco.
There is some surface bubbling in the base just above the date code (see photo), obviously this doesn't affect performance.
This tube tests as NOS.
Tested on a calibrated Hickok TV-10 military tube tester and exhibiting no shorts or leaks with the following results:
Gm Test = 6500 micromhos
Minimum pass/good = 3800
NOS rating = 5700
